The mood around the long wooden table in the AN headquarters was tense. Less than an hour before, the homing signal they'd all been waiting for had been picked up by an AN spy satellite high above Southeast Asia. It could only mean that Ken and Ryu had managed to reach Bison's fortress. Finally learning where the fortress was, Colonel Guile had immediately ordered his staff to formulate different attack plans for freeing the hostages.
Now Captain Sawada had just finished a lengthy presentation on the merits of an AN air attack, but it was clear that Colonel Guile wasn't happy.
“Thank you for that presentation, Captain,” the colonel said, rising to his feet. “I'm afraid, however, that an air attack would result in horrendous casualties. You mustn't forget that Bison has extremely sophisticated ground-to-air weaponry. We know what North Korea, Iraq, and Libya have sold him. It's possible he's even got Patriot missiles.”
“What else would you suggest doing to save the hostages?” Sawada asked.
“The only chance we have is an attack with a small amphibious force,” Guile said.
“By water?” Sawada made a face. “That means going up the Shadaloo River. Anyone crazy enough to do that would be a sitting duck.”
“Unless you can squeeze under Bison's radar net,” Guile said. “What we need is a single vessel equipped with stealth technology to go up the channel first and distract Bison's defenses. While they're distracted, the rest of the amphibious force goes in, riding as low as possible under the radar net.”
“A single boat against everything Bison's got?” Sawada said, shaking his head. “The pilot would have to be out of his mind.”
“Fortunately, Bison has driven me crazy,” Guile said with a wry smile. He held up his watch. “I'm going to take the lead boat. Everyone synchronize watches. It's now oh-five-hundred. Castoff is at oh-six-hundred. Assemble your teams, gentlemen, this is it!”
It wasn't long before row after row of attack boats were lined up along the wharf. Standing in front of them were teams of troops in battle fatigues and light blue battle helmets, ready for action.
Guile, accompanied by Captain Sawada, stepped up to an outdoor lectern with a microphone to give the men their final orders. Guile was wearing a bulletproof battle vest. He was just about to begin the address when a long black limousine with fluttering AN flags on the fenders pulled up.
Guile recognized the car immediately. It belonged to the undersecretary-general of the Allied Nations. The limo stopped. The driver hopped out and opened the door for the undersecretary, a short, dignified-looking man with salt and pepper hair and wearing a dark suit.
The colonel turned away from the lectern and saluted stiffly. “Mr. Undersecretary, this is a surprise.”
“As you were, Colonel,” the undersecretary replied, casting a critical eye toward the troops waiting to board their boats.
“Welcome to the Shadaloo front,” Guile said. “Your timing is perfect, sir. You're just in time to see the kickoff of the rescue mission to bring back the hostages.”
The undersecretary studied Guile for a moment and then slowly shook his head.
